World Programme for Human Rights Education: A Librarian at Every Table. No. 300

On 14 July 2005, by resolution 59/113B, the General Assembly adopted by consensus the revised Plan of Action for the first phase (2005-2007) of the World Programme for Human Rights Education (2005-ongoing); you may remember that such first phase is focussing on the integration of human rights education within the primary and secondary school systems. This is an important step for all of us. As you may know, the Plan of Action proposes a comprehensive implementation strategy for the national level. The main responsibility for implementation rests with the Ministry of Education in each country, which should assign or strengthen a relevant department or unit responsible for coordinating the elaboration, implementation and monitoring of the national implementation strategy, in close collaboration with all relevant actors. Member States are also encouraged to identify and support a resource centre for collecting and disseminating initiatives and information (good practices from diverse contexts and countries, educational materials, events) on human rights education at the national level.
The adoption of the Plan of Action provides all of us with a further opportunity to encourage national implementation of human rights education and with a platform for cooperation based on internationally-agreed standards and principles. According to the Plan of Action, human rights education in the school system includes not only the integration of human rights issues in the curriculum and textbooks but involves also the educational processes and the environment within which education takes place.
OHCHR and UNESCO are taking steps to disseminate the Plan of Action and will assist States to implement it; we will keep you informed of relevant developments.

59/113B. World Programme for Human Rights Education
The General Assembly,
Recalling the relevant resolutions adopted by the General Assembly and the Commission on Human Rights concerning the United Nations Decade for Human Rights Education, 1995–2004,
Convinced that human rights education is a long-term and lifelong process through which everyone learns tolerance and respect for the dignity of others and the means and methods of ensuring that respect in all societies,
Believing that human rights education is essential to the realization of human rights and fundamental freedoms and contributes significantly to promoting equality, preventing conflict and human rights violations and enhancing participation and democratic processes, with a view to developing societies in which all human beings are valued and respected,
Welcoming the proclamation by the General Assembly on 10 December 2004 of the World Programme for Human Rights Education, structured in consecutive phases, which began on 1 January 2005,
1. Adopts the revised draft plan of action for the first phase (2005–2007) of the World Programme for Human Rights Education, which focuses on primary and secondary school systems;
2. Encourages all States to develop initiatives within the World Programme and, in particular, to implement, within their capabilities, the plan of action;
3. Requests the Office of the United Nations High Commissioner for Human Rights, in close cooperation with the United Nations Educational, Scientific and Cultural Organization, to promote the national implementation of the plan of action, provide relevant technical assistance when requested and coordinate related international efforts;
4. Appeals to relevant organs, bodies or agencies of the United Nations system, as well as all other international and regional intergovernmental and nongovernmental organizations, within their respective mandates, to promote and technically assist, when requested, the national implementation of the plan of action;
5. Calls upon all existing national human rights institutions to assist in the implementation of human rights education programmes consistent with the plan of action;
6. Requests the Office of the United Nations High Commissioner for Human Rights and the United Nations Educational, Scientific and Cultural Organization to widely disseminate the plan of action among States and intergovernmental and non-governmental organizations.

59/113B. Programme mondial d’éducation dans le domaine des droits de l’homme
L’Assemblée générale,
Rappelant les résolutions pertinentes qu’elle-même et la Commission des droits de l’homme ont adoptées concernant la Décennie des Nations Unies pour l’éducation dans le domaine des droits de l’homme (1995-2004),
Convaincue que l’éducation dans le domaine des droits de l’homme est un processus à long terme qui dure toute la vie et qui permet à chacun d’apprendre la tolérance et le respect de la dignité de l’autre ainsi que les moyens et les méthodes d’assurer ce respect dans toutes les sociétés,
Convaincue également que l’éducation dans le domaine des droits de l’homme est essentielle à la réalisation des droits de l’homme et des libertés fondamentales et contribue de manière significative à la promotion de l’égalité, à la prévention des conflits et des violations des droits de l’homme ainsi qu’au développement de la participation à des processus démocratiques en vue de créer des sociétés qui attachent de la valeur à chaque être humain et respectent chacun,
Se félicitant de la proclamation par l’Assemblée générale le 10 décembre 2004 du Programme mondial d’éducation dans le domaine des droits de l’homme, composé de phases successives, qui a débuté le 1er janvier 2005,
1. Adopte le projet révisé de plan d’action pour la première phase
(2005-2007) du Programme mondial d’éducation dans le domaine des droits de l’homme qui met l’accent sur l’enseignement primaire et secondaire ;
2. Encourage tous les États à adopter des initiatives dans le cadre du Programme mondial et, en particulier, à appliquer, en fonction de leurs moyens, le plan d’action ;
3. Prie le Haut Commissariat des Nations Unies aux droits de l’homme de promouvoir, en étroite coopération avec l’Organisation des Nations Unies pour l’éducation, la science et la culture, la mise en oeuvre au plan national du plan d’action, de fournir sur demande une assistance technique et de coordonner les efforts internationaux connexes ;
4. Lance un appel aux organes, organismes ou institutions pertinentes du système des Nations Unies, ainsi qu’à l’ensemble des autres organisations intergouvernementales et non gouvernementales internationales et régionales afin qu’ils encouragent, dans le cadre de leur mandat respectif, la mise en oeuvre au plan national du plan d’action et qu’ils fournissent sur demande une assistance technique à cet effet ;
5. Demande à tous les organismes nationaux de protection et de défense des droits de l’homme de contribuer à l’application de programmes d’éducation dans le domaine des droits de l’homme conformément au plan d’action ;
6. Prie le Haut Commissariat des Nations Unies aux droits de l’homme et l’Organisation des Nations Unies pour l’éducation, la science et la culture de diffuser largement le plan d’action auprès des États et des organisations intergouvernementales et non gouvernementales.

59/113B. Programa Mundial para la educación en derechos humanos
La Asamblea General,
Recordando las resoluciones aprobadas por ella misma y por la Comisión de Derechos Humanos en relación con el Decenio de las Naciones Unidas para la educación en la esfera de los derechos humanos, 1995-2004,
Convencida de que la educación en la esfera de los derechos humanos es un proceso a largo plazo que se prolonga durante toda la vida, en el cual todas las personas aprenden a ser tolerantes, a respetar la dignidad de los demás y los medios y métodos para asegurar ese respeto en todas las sociedades,
Estimando que la educación en la esfera de los derechos humanos es esencial para la realización de los derechos humanos y las libertades fundamentales y contribuye significativamente a promover la igualdad, prevenir los conflictos y las violaciones de los derechos humanos y fomentar la participación y los procesos democráticos, a fin de establecer sociedades en las que se valore y respete a todos los seres humanos,
Celebrando que el 10 de diciembre de 2004 la Asamblea General proclamara el Programa Mundial para la educación en derechos humanos, estructurado en etapas consecutivas, que se inició el 1° de enero de 2005,
1. Aprueba el proyecto revisado de plan de acción para la primera etapa
(2005-2007) del Programa Mundial para la educación en derechos humanos, que se centra en los sistemas de enseñanza primaria y secundaria;
2. Alienta a todos los Estados a elaborar iniciativas en el marco del Programa Mundial y, en particular, a aplicar, dentro de sus posibilidades, el plan de acción;
3. Pide a la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos que, en estrecha cooperación con la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura, fomente la aplicación nacional del plan de acción, preste asistencia técnica pertinente cuando se le solicite y coordine las iniciativas internacionales conexas;
4. Hace un llamamiento a los órganos, organismos u organizaciones competentes del sistema de las Naciones Unidas, así como a todas las demás organizaciones intergubernamentales y no gubernamentales internacionales y regionales, para que, dentro de sus respectivos mandatos, promuevan la aplicación nacional del plan de acción y presten asistencia técnica cuando se les solicite;
5. Insta a todas las instituciones nacionales de derechos humanos a que presten asistencia en la aplicación de los programas de educación en derechos humanos, en consonancia con el plan de acción;
6. Pide a la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos y a la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura que den amplia difusión al plan de acción entre los Estados y las organizaciones intergubernamentales y no gubernamentales.
